BA Services, Inc. operates campgrounds, recreation areas and highway rest stops under contract with government agencies and municipalities across nine states, according to its website. Its portfolio ranges from a 36-site campground on the Saco River in Fryeburg, Maine, to a statewide rest-area contract covering 28 facilities for the Utah Department of Transportation.

Government contracts as the core business

Rather than owning the land it manages, BA Services runs facilities under agreements with public landowners. The company's website lists a contract with the Iowa Department of Transportation for rest areas along the I-29 corridor near Sergeant Bluff, and one with the Utah Department of Transportation for 28 rest areas across three regions, covering Interstates 15, 80 and 70 along with state scenic byways. It also holds concession agreements with the USDA Forest Service at Bankhead National Forest in Alabama and Hoosier National Forest in Indiana, and manages state park concessions including Meramec State Park and Washington State Park in Missouri and Burlingame State Park in Rhode Island.

The Maine contract

In Fryeburg, Maine, BA Services operates Canal Bridge Campground under what its website describes as a full-service agreement with the town, covering registration, guest check-in, reservations, bathhouse cleaning, grounds and beach upkeep, nightly security patrols and capital improvements. The campground has 36 sites on the Saco River.

What the work actually covers

Across its contracts, the company's site describes a similar bundle of services wherever it operates: staffing and guest services, janitorial and sanitation work, landscaping and grounds upkeep, snow and ice removal, and plumbing, electrical and mechanical maintenance. For its Department of Transportation contracts specifically, the company says it provides continuous staffing with no service gaps and around-the-clock emergency availability, and that it tracks performance through inspections and reporting. BA Services tells prospective public-sector partners that it takes on staffing, equipment, liability coverage and compliance management in exchange for a management arrangement, rather than the landowner running the facility directly.

The company's website lists the Canal Bridge Campground contract as covering 36 campsites on the Saco River in Fryeburg, Maine, under an agreement with the town.
